EUROPEAN UNION


SYRIA

  • On 25 November 2024, Council Implementing Regulation (EU) 2024/2934 implementing Regulation (EU) No 36/2012 concerning restrictive measures in view of the situation in Syria was published in the Official Journal of the European Union.

In response to developments in Syria, the Regulation updates the list of persons and entities subject to sanctions, including an asset freeze and travel restrictions.

  • On 25 November 2024, Council Implementing Decision (CFSP) 2024/2933 implementing Council Decision 2013/255/CFSP concerning restrictive measures in view of the situation in Syria was published in the Official Journal of the European Union.

In response to the current situation in Syria, this decision updates the annex of persons and entities subject to sanctions, including an asset freeze and travel ban.

EASTERN MEDITERRANE

  • On 25 November 2024, Council Decision (CFSP) 2024/2936 amending Decision (CFSP) 2019/1894 concerning restrictive measures against unauthorised Turkish drilling activities in the Eastern Mediterranean was published in the Official Journal of the European Union.

This amendment updates the list of persons and entities subject to EU sanctions in relation to these activities. The measures include an asset freeze and travel ban against those who engage in or support drilling activities that violate international law and the sovereign rights of EU Member States in the Eastern Mediterranean.

IRAN

  • A corrigendum to Council Implementing Regulation (EU) 2023/379 of 20 February 2023 implementing Regulation (EU) No 359/2011 concerning restrictive measures directed against certain persons, entities and bodies in view of the situation in Iran (OJ L 51 I, 20.2.2023) is published on 27 November 2024.
  • A Corrigendum to Council Implementing Decision (CFSP) 2023/381 of 20 February 2023 implementing Decision 2011/235/CFSP concerning restrictive measures directed against certain persons and entities in view of the situation in Iran is published on 28 November 2024 (OJ L 51 I, 20.2.2023).

 

UNITED STATES


VENEZUELA

  • On 17 November 2024, OFAC sanctioned 21 senior Venezuelan government officials accused of electoral fraud and repression of the opposition. The list includes intelligence officials and government figures such as Daniella Cabello and Alexis Rodríguez Cabello. These measures are intended to hold those who support Nicolás Maduro’s regime accountable through repressive tactics . The intention of these measures issued by OFAC is to criminalise members of the Venezuelan government.

MEXICO

  • As of 26 November 2024, OFAC targeted the financial structure of the Jalisco Cartel – New Generation (CJNG) by sanctioning nine key members of the “Bonques Brothers”. The action is part of a broader effort to combat fentanyl trafficking from Mexico. Among those sanctioned are Roberto Castellanos Meza and his brothers, who are accused of trafficking heroin and other drugs.

RUSSIA

  • On 21 November 2024, the United States updated the sanctions on Russia, adding new entities and individuals to the SDN list and issuing guidelines on compliance. Through these measures, the US is exerting broader economic and diplomatic pressure.

TERRORISM

  • On 19 November 2024, sanctions were imposed on individuals and entities associated with terrorist activities. The measures also emphasised enhanced cooperation between the US and the UK on sanctions implementation. While specific details about the individuals and organisations sanctioned on this date have not been publicly disclosed, it is common for these designations to focus on actors that fund or support international extremist groups.

While specific details about the individuals and organisations sanctioned on this date have not been publicly disclosed, it is common for these designations to focus on actors that fund or support international extremist groups.

WEST-BANK

  • On 18 November 2024, OFAC sanctioned persons and entities conducting activities in the West Bank and issued a general licence to that effect.

SUDAN

  • On 12 November 2023, the Office of Foreign Assets Control (OFAC) imposed sanctions on entities linked to Sudan and amended the sanctions regulations applicable to Burma.

BALKANS

  • On 6 November 2024, the sanctions were targeted at specific individuals and entities in the Balkans, accompanied by the issuance of the corresponding general licence.

 

UNITED KINGDOM


RUSSIA

  • As of 7 November 2024, 47 entries have been added to the consolidated list and are now subject to an asset freeze and fiduciary sanctions.
  • As of 15 November 2024, the following entries have been amended and remain subject to an asset freeze and fiduciary service sanctions: Anatoly Ilyich BIBILOV (Group ID: 16658) and JUHANG AVIATION TECHNOLOGY (SHENZHEN) CO., LIMITED (Group ID: 16456).

To bring the entries in line with the UK sanctions list, the following entries have been corrected and remain subject to an asset freeze and fiduciary sanctions: Konstantin Yurievich MIRZAYANTS (Group ID: 16659), VIRMAVIA OU (Group ID: 16635).

The following entry has been removed from the Consolidated List and is no longer subject to an assets freeze or fiduciary sanctions: Didier CASIMIRO (Group ID: 15493).

  • As of 19 November 2024, 10 entries have been added to the consolidated list and are now subject to an asset freeze and fiduciary sanctions. For more information, see the Annex to this Communication.
  • As of 25 November 2024, the following entries have been added to the Consolidated List and are now subject to an asset freeze and fiduciary sanctions: ALFASTRAKHOVANIE PLC (Group ID: 16702) and VSK (Group ID: 16703).
