II. EUROPEAN UNION
RUSSIA
- On 3 January 2024, the Council added one individual and one entity to the sanctioned list by Council Decision (CFSP) 2024/195 of 21 December 2023 and Council Implementing Regulation (EU) 2024/196 of 21 December 2023.
MALI
- On 5 January 2024, the Council lifted the travel ban and the assets freeze on persons and entities responsible for, or complicit in, directly or indirectly, activities that threaten the peace, security or stability of Mali, or for having participated in such activities, by Council implementing decision (CFSP) 2024/215 of 4 January 2024.
GUATEMALA
- On 12 January 2024, the Council decided to establish a specific framework of restrictive measures against natural or legal persons, entities or bodies responsible for actions that undermine democracy, the rule of law or the peaceful transfer of power in Guatemala or that undermine democracy or the rule of law in Guatemala, also by means of serious financial infringements in relation to public funds and unauthorised export of capital, as well as against natural or legal persons, entities or bodies associated with them, by Council Decision (CFSP) 2024/254 of 12 January 2024.
- On 12 January 2014, the Council adopted Council Regulation (EU) 2024/287 of 12 January 2024 adopting restrictive measures in view of the situation in Guatemala in order to ensure uniform application of the measures of Council Decision (CFSP) 2024/254 of 12 January 2024.
HAITI
- On 12 January 2024, the Council added four persons to the list of persons and entities subject to restrictive measures by Council Decision (CFSP) 2024/290 of 12 January 2024, amending Decision (CFSP) 2022/2319 concerning restrictive measures in view of the situation in Haiti and by Council Implementing Regulation (EU) 2024/291 of 12 January 2024 implementing Regulation (EU) 2022/2309 adopting restrictive measures in view of the situation in Haiti.
ISIL (DAESH) AND AL-QAEDA
- On 12 January 2024, the Commission has decided to amend seven entries in the list of persons, groups and entities to whom the freezing of funds and economic resources should apply, by amending Annex I to Regulation (EC) No 881/2002 accordingly.
- On 16 January 2024, the Commission has included one individual on the sanctioned list by means of Council Implementing Regulation (EU) 2024/338 of 16 January 2024 implementing Regulation (EU) 2016/1686 imposing additional restrictive measures against ISIL (Da’esh) and Al-Qaida, as well as natural or legal persons, entities or bodies associated with them, and by Council Decision (CFSP) 2024/333 of 16 January 2024 amending Decision (CFSP) 2016/1693 imposing restrictive measures against ISIL (Da’esh) and Al-Qaida and individuals, groups, undertakings and entities associated with them.
- On 18 January 2024, the Council decided to amend fourteen entries on the list of persons, groups and entities to whom the freezing of funds and economic resources should apply, by means of Commission Implementing Regulation (EU) 2024/372 of 17 January 2024 amending for the 341st time Council Regulation (EC) No 881/2002 imposing certain specific restrictive measures directed against certain persons and entities associated with ISIL (Daesh) and Al-Qaida organisations.
TERRORISM
- On 16 January 2024, the Council adopted implementing regulation (EU) 2024/329 of 16 January 2024 implementing article 2(3) of regulation (EC) No 2580/2001 on specific restrictive measures directed against certain persons and entities with a view to combating terrorism, and repealing implementing regulation (EU) 2023/1505.
- On 16 January 2024, the Council adopted Council Decision (CFSP) 2024/332 of 16 January 2024 updating the list of persons, groups and entities to which Common Position 2001/931/CFSP on the application of specific measures to combat terrorism applies, and repealing Decision (CFSP) 2023/1514.
- On 18 January, the Council adopted Council Regulation (EU) 2024/386 of 19 January 2024 providing for restrictive measures against those who support, facilitate or enable violent actions by Hamas and Palestinian Islamic Jihad and Council Decision (CFSP) 2024/385 of 19 January 2024 providing for restrictive measures against those who support, facilitate or enable violent actions by Hamas and Palestinian Islamic Jihad.
SYRIA
