The European Union Council has decided to amend its framework of restrictive measures against terrorism by introducing a humanitarian exception to asset freezing measures, initially for 12 months.
This will allow certain humanitarian actors, in line with UN Security Council Resolution 2664 (2022) and certified by the EU or its Member States, to carry out transactions with listed individuals and entities without prior authorization. The purpose must be to provide humanitarian assistance or support activities to meet basic human needs. The decision aims to improve the coherence of EU action and coordination with the United Nation Organization and international partners, to underline the EU’s commitment to principled humanitarian action and to avoid negative consequences of sanctions on humanitarian efforts. It seeks to reaffirm the EU’s commitment to upholding international law in its sanctions policy.
