We share the conclusion of negotiations between the Spanish Presidency of the Council of the European Union and the European Parliament on an EU directive on criminal offences and penalties for breaching EU sanctions. It underlines the importance of prosecuting those who circumvent or violate such sanctions in the context of the Russia-Ukraine conflict.
The Directive provides for Member States to define certain actions as criminal offences. These actions include assisting persons subject to EU restrictive measures to evade the travel ban, trading in sanctioned goods, conducting transactions with states or entities subject to restrictive measures, offering prohibited or restricted financial services and concealing the ownership of funds or economic resources of persons, entities or bodies sanctioned by the EU.
