The Regulation 2024/1493 of 27 May 2024 in the context of the conflict between Russia and Ukraine adds to the list of persons, entities and bodies subject to restrictive measures in the Annex to Decision 2014/145/CFSP two persons and one entity responsible for actions or policies which (according to the Regulation) undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or which support or implement such actions or policies.
The Council accuses the Russian Federation of propaganda and media manipulation, thereby destabilising its neighbouring countries and the Union. Furthermore, it adds Artem Pavlovich Marchevskyi and Viktor Volodymyrovych Medvedchuk to the list of sanctioned persons, as both are associates of the media outlet Voice of Europe, which is also sanctioned by this Regulation. According to the Council, Voice of Europe is a decisive tool for the dissemination of concerted disinformation and biased discourse aimed at undermining the credibility and public image of Ukraine and the Member States.
