It reports on the situation of Russian businessman Dmitry Chirakadze, co-founder of the legal platform Pravo.ru, who was arrested in Italy in June 2024 for alleged collaboration in the escape of Artem Uss, the son of a former Russian governor. Although the Italian Supreme Court of Cassation has indicated that there is insufficient evidence to link him to an international criminal organisation, the businessman remains in preventive detention in Milan, despite having undergone surgery for aggressive cancer.

“The European Court of Human Rights (ECHR), in its judgment in the case of Sy v. Italy (application no. 11791/20), examined three years ago, ruled that inadequate medical care in prisons violated human rights. The Strasbourg Court pointed out that courts must weigh the seriousness of the charges against the risk to health. Advanced illnesses, such as cancer, may require alternative measures, such as house arrest, if prison cannot guarantee adequate treatment.”
