On Monday, 14 April 2025, the Council of the European Union adopted additional restrictive measures against seven Iranian individuals and two entities through the publication in the Official Journal of the European Union (OJEU) of:
- The Council Implementing Decision (CFSP) 2025/774, of 14 April 2025, implementing Decision 2011/235/CFSP concerning restrictive measures directed against certain persons and entities in view of the situation in Iran.
- The Council Implementing Regulation (EU) 2025/776, of 14 April 2025, implementing Regulation (EU) No 359/2011 concerning restrictive measures directed against certain persons, entities and bodies in view of the situation in Iran.
These sanctions, which include an asset freeze, a ban on travel to the European Union and a ban on making funds or economic resources available to listed persons and entities, as well as a ban on the export to Iran of equipment that could be used for internal repression and telecommunications monitoring equipment, have been imposed under the EU’s Comprehensive Human Rights Sanctions Regime.
The designations reflect the European Union’s determination to target Iran’s security apparatus, judiciary, and state-affiliated entities in connection with the detention of European citizens and reported human rights violations.
The EU established a sanctions regime against the Iranian state in 2011, which has been renewed annually—the most recent extension valid until 13 April 2026. Since 2022, these restrictive measures have been significantly reinforced through the adoption of eleven additional sanctions packages. As a result of the latest measures, the total number of individuals and entities subject to EU sanctions now stands at 232 and 44, respectively.
The new persons and entities designated in April 2025 are the following:
- HOWZAN Abbasali, Judge of branch 36 of the Court of Appeal of Tehran Province.
- FARZADI Hedayatollah, Head of EU-listed Evin Prison.
- NEMATI Mehdi, Head of the Fars Prisons Protection and Intelligence Department since 2018.
- ZAREH Kamran, Judge at the Shiraz Court of Appeal.
- SADATI Sayyed Mahmood, Judge at EU-listed Shiraz Revolutionary Court.
- SALEHI Ali, Public Prosecutor of Tehran.
- KHOSRAVANI Mohammad, Special Prosecutor of the Shiraz Revolutionary Court.
- Shiraz Central Prison (aka Adel Abad Prison), located in Shiraz, Fars Province, Iran.
- 1st branch of the Revolutionary Court of Shiraz, located in Shiraz, Fars Province, Iran.
