EUROPEAN UNION
BIRMANIA
- On 3 October 2024, the Corrigendum to Council Regulation (EU) 2021/479 of 22 March 2021 amending Regulation (EU) 401/2013 concerning restrictive measures in respect of Myanmar/Burma was published in the Official Journal of the European Union. Article 1 of that Regulation is amended.
- On 29 October 2024, Council Implementing Regulation (EU) 2024/2784 of 29 October 2024 implementing Regulation (EU) 401/2013 concerning restrictive measures in view of the situation in Myanmar/Burma was published in the Official Journal of the European Union.
This Regulation includes on the sanctions list three individuals and one entity involved in human rights violations, fraudulent activities and collaboration with the Myanmar armed forces, which pose a threat to peace and stability in the region.
- On 29 October 2024, Council Decision (CFSP) 2024/2783 of 29 October 2024 amending Decision 2013/184/CFSP concerning restrictive measures in view of the situation in Myanmar/Burma was published in the Official Journal of the European Union.
This decision updates the restrictive measures in respect of the situation in Myanmar/Burma, adding three individuals and one entity to the sanctions list, due to human rights violations and activities that threaten regional stability and security.
BURUNDI
- On 22 October 2024, Council Decision (CFSP) 2024/2722 of 21 October 2024 amending Decision (CFSP) 2015/1763 concerning restrictive measures in view of the situation in Burundi was published in the Official Journal of the European Union.
This decision extends until 31 October 2025 the restrictive measures in relation to the situation in Burundi.
GUINEA
- On 15 October 2024, Council Decision (CFSP) 2024/2693 of 14 October 2024 amending Decision 2010/638/CFSP concerning restrictive measures in view of the situation in Guinea was published in the Official Journal of the European Union.
This decision extends until 27 October 2025 the restrictive measures in response to the situation in Guinea.
HAITI
- On 24 October 2024, Council Decision (CFSP) 2024/2756 of 24 October 2024 amending Decision (CFSP) 2022/2319 concerning restrictive measures in view of the situation in Haiti was published in the Official Journal of the European Union.
This decision updates the list of sanctioned individuals in Haiti, adding two individuals involved in activities that threaten the peace and security of the country.
- On 24 October 2024, Council Implementing Regulation (EU) 2024/2755 of 24 October 2024 implementing Regulation (EU) 2022/2309 adopting restrictive measures in view of the situation in Haiti was published in the Official Journal of the European Union.
This regulation amends Regulation (EU) 2022/2309 to include two individuals on the sanctions list for their involvement in criminal activities affecting stability in Haiti.
MOLDOVA
- On 14 October 2024, Council Implementing Regulation (EU) 2024/2700 of 14 October 2024 implementing Regulation (EU) 2023/888 concerning restrictive measures against actions destabilising the Republic of Moldova has been published in the Official Journal of the European Union.
This Regulation amends Regulation (EU) 2023/888 to include five persons and one entity on the list of those sanctioned for actions destabilising the Republic of Moldova.
- On 14 October 2024, Council Decision (CFSP) 2024/2701 of 14 October 2024 amending Decision (CFSP) 2023/891 concerning restrictive measures against actions destabilising the Republic of Moldova was published in the Official Journal of the European Union.
This decision extends the list of those sanctioned in Moldova by five individuals and one entity for destabilising activities, reinforcing its support for the stability and security of the country.
- On 29 October 2024, Council Decision (CFSP) 2024/2782 of 29 October 2024 amending Decision 2010/573/CFSP concerning restrictive measures against the leadership of the Transnistrian region of the Republic of Moldova was published in the Official Journal of the European Union.
This decision extends the restrictive measures against the leadership of the Transnistrian region of Moldova until 31 October 2025.
NICARAGUA
- On 9 October 2024, Council Implementing Regulation (EU) 2024/2672 of 8 October 2024 implementing Regulation (EU) 2019/1716 concerning restrictive measures in view of the situation in Nicaragua was published in the Official Journal of the European Union.
This Regulation updates Regulation (EU) 2019/1716 by amending the statement of reasons for two persons and one entity in Nicaragua due to human rights violations and actions undermining democracy.
- On 9 October 2024, Council Decision (CFSP) 2024/2665 of 8 October 2024 amending Decision (CFSP) 2019/1720 concerning restrictive measures in view of the situation in Nicaragua was published in the Official Journal of the European Union.
This Decision extends until October 2025 the sanctions in Nicaragua and updates the grounds for listing for two individuals and one entity for human rights violations and repression of the opposition.
NIGER
- On 15 October 2024, Council Decision (CFSP) 2024/2702 of 14 October 2024 amending Decision (CFSP) 2023/2287 concerning restrictive measures in view of the situation in Niger was published in the Official Journal of the European Union.
This decision extends until October 2025 the restrictive measures imposed by the EU in response to the situation in Niger.
DEMOCRATIC REPUBLIC OF THE CONGO
- On 9 October 2024, Council Implementing Regulation (EU) 2024/2670 of 8 October 2024 implementing Regulation (EC) 1183/2005 concerning restrictive measures in view of the situation in the Democratic Republic of Congo was published in the Official Journal of the European Union.
This regulation removes two persons from the list of sanctioned persons in the Democratic Republic of Congo, following judgments of the EU General Court.
- On 9 October 2024, Council Implementing Decision (CFSP) 2024/2668 of 8 October 2024 implementing Decision 2010/788/CFSP concerning restrictive measures in view of the situation in the Democratic Republic of the Congo was published in the Official Journal of the European Union.
This decision removes two persons from the list of persons sanctioned in the Democratic Republic of Congo following judgments of the EU General Court.
TUNISIA
- On 9 October 2024, Council Implementing Regulation (EU) 2024/2663 of 8 October 2024 implementing Regulation (EU) 101/2011 concerning restrictive measures directed against certain persons, entities and bodies in view of the situation in Tunisia was published in the Official Journal of the European Union.
This regulation removes two persons from the list of persons sanctioned in Tunisia following a review of their rights of defence and effective judicial protection.
- On 9 October 2024, Council Decision (CFSP) 2024/2664 of 8 October 2024 amending Decision 2011/72/CFSP concerning restrictive measures directed against certain persons and entities in view of the situation in Tunisia was published in the Official Journal of the European Union.
This decision removes two individuals from the list of sanctioned persons in Tunisia and establishes a clause to regularly review humanitarian exemptions.
RUSSIA-UKRAINE
- On 4 October 2024, the Corrigendum to Council Decision (CFSP) 2024/1744 of 24 June 2024 amending Decision 2014/512/CFSP concerning restrictive measures imposed by Russia in order to destabilise the situation in Ukraine was published in the Official Journal of the European Union. The list of Annexes is amended.
- On 4 October 2024, the Corrigendum to Council Regulation (EU) 2024/1745 of 24 June 2024 amending Regulation (EU) 833/2014 concerning restrictive measures caused by actions of Russia destabilising the situation in Ukraine was published in the Official Journal of the European Union. The list of Annexes is amended.
- On 9 October 2024, Council Regulation (EU) 2024/2642 of 8 October 2024 adopting restrictive measures in view of Russia’s destabilising activities was published in the Official Journal of the European Union.
This Regulation provides for sanctions against persons and entities for Russia’s destabilising activities, including the freezing of funds and economic resources to protect stability and security in the European Union.
- On 9 October 2024, Council Decision (CFSP) 2024/2643 of 8 October 2024 concerning restrictive measures in view of Russia’s destabilising activities was published in the Official Journal of the European Union.
This decision imposes restrictive measures against Russian individuals and entities, including the freezing of funds and assets, in response to activities that threaten the stability and security of the European Union.
- On 24 October 2024, the Corrigendum to Council Regulation (EU) 2024/1745 of 24 June 2024 amending Regulation (EU) 833/2014 concerning restrictive measures caused by actions of Russia destabilising the situation in Ukraine has been published in the Official Journal of the European Union. The list of Annexes is corrected.
- On 28 October 2024, Council Implementing Regulation (EU) 2024/2761 of 24 October 2024 implementing Regulation (EU) 833/2014 concerning restrictive measures motivated by actions of Russia destabilising the situation in Ukraine has been published in the Official Journal of the European Union.
This Regulation amends the Annex to Regulation (EU) 833/2014 to allocate funds raised from Russian assets to a cooperation mechanism assisting Ukraine in its financial recovery.
- On 28 October 2024, Council Implementing Decision (CFSP) 2024/2760 of 24 October 2024 implementing Decision 2014/512/CFSP concerning restrictive measures imposed by Russia in order to destabilise the situation in Ukraine was published in the Official Journal of the European Union.
This Council Decision adjusts the allocation of Russia’s frozen funds, with 95% going to EU programmes and 5% to the European Peace Facility, in support of Ukraine’s recovery.
- A corrigendum to Council Decision (CFSP) 2024/2643 of 8 October 2024 concerning restrictive measures in view of Russia’s destabilising activities was published in the Official Journal of the European Union on 30 October 2024. Various corrections are made to articles 1, 2, 3 and 4 of the Decision.
- A corrigendum to Council Regulation (EU) 2024/2642 of 8 October 2024 concerning restrictive measures in view of Russia’s destabilising activities was published in the Official Journal of the European Union on 31 October 2024. Various corrections are made to articles 2, 3 and 4 of the above-mentioned regulation.
SUDAN
- On 9 October 2024, Council Decision (CFSP) 2024/2655 of 8 October 2024 amending Decision (CFSP) 2023/2135 concerning restrictive measures in respect of activities undermining the stability and political transition in Sudan was published in the Official Journal of the European Union.
This decision extends until 10 October 2025 the restrictive measures in Sudan due to activities affecting stability and political transition in the country.
MIDDLE EAST
- On 14 October 2024, Council Implementing Regulation (EU) 2024/2697 of 14 October 2024 implementing Regulation (EU) 2023/1529 concerning restrictive measures in view of Iran’s military support for Russia’s war of aggression against Ukraine and for armed groups and entities in the Middle East and Red Sea region was published in the Official Journal of the European Union.
This regulation sanctions seven individuals and seven entities in Iran for supporting Russia’s war against Ukraine through the transfer of drones and military technology.
- On 14 October 2024, Council Decision (CFSP) 2024/2698 of 14 October 2024 amending Decision (CFSP) 2023/1532 concerning restrictive measures in view of Iran’s military support for Russia’s war of aggression against Ukraine and for armed groups and entities in the region of the Middle East and the Red Sea was published in the Official Journal of the European Union.
This decision expands sanctions against Iran, including seven individuals and seven entities, for their military support to Russia and armed groups in the Middle East through the transfer of drones and missiles.
CHEMICAL WEAPONS
- On 15 October 2024, Council Decision (CFSP) 2024/2695 of 14 October 2024 amending Decision (CFSP) 2018/1544 concerning restrictive measures against the proliferation and use of chemical weapons was published in the Official Journal of the European Union.
This decision extends until October 2025 the sanctions against individuals and entities related to the proliferation and use of chemical weapons.
TERRORISM
- On 9 October 2024, Council Decision (CFSP) 2024/2654 of 8 October 2024 amending Decision (CFSP) 2016/1693 adopting restrictive measures against ISIL (Da’esh) and Al-Qaida and individuals, groups, undertakings and entities associated with them was published in the Official Journal of the European Union.
This Council Decision extends until October 2025 the sanctions against ISIL (Da’esh), Al-Qaida and their associates, while maintaining restrictive measures to combat their activities.
- On 30 October 2024, Council Decision (CFSP) 2024/2771 of 29 October 2024 amending Decision (CFSP) 2016/1693 concerning restrictive measures against ISIL (Da’esh) and Al-Qaida and individuals, groups, undertakings and entities associated with them was published in the Official Journal of the European Union.
This decision expands sanctions against ISIL (Da’esh) and Al-Qaida to include acts of sexual and gender-based violence as sanction criteria when they are used as terrorist tactics.
UNITED STATES
RUSSIA
- As of 1 October 2024, OFAC has made numerous updates to the SDN list in relation to Cybercrime.
- As of 17 October 2024, OFAC has made numerous updates to the SDN list regarding Russia’s destabilising actions, terrorist actions and the manufacture of drones used in the war in Ukraine.
- As of 23 October 2024, OFAC has removed the following natural person from the SDN list: SEMENOVA, Olena Yurevna.
IRAN
- As of 2 October 2024, OFAC has sanctioned Iranian natural and legal persons linked to the supply of arms to Ansarallah.
- As of 11 October 2024, OFAC has added several Iranian entities and vessels to the SDN oil sector sanctioned list related to the attack in Israel.
SUDAN
- As of 8 October 2024, OFAC has added one natural person to the SDN list: MUSA, Algoney Hamdan Daglo, for leading arms supply efforts to continue the war in Sudan.
- As of 24 October 2024, OFAC has added one natural person to the SDN list: SULEIMAN, Mirghani Idris.
TERRORISM
- As of 7 October 2024, OFAC has designated on the SDN List three individuals and a fictitious charity that are prominent international financial supporters of Hamas, as well as a Hamas-controlled financial institution in Gaza. OFAC has also added a former Hamas supporter and nine of his companies.
- As of 15 October 2024, OFAC has added one natural person and one entity to the SDN List: BARAKAT, Khaled and SAMIDOUN PALESTINIAN PRISONER SOLIDARITY NETWORK; on the grounds of funding for the terrorist organisation Popular Front for the Liberation of Palestine (PFLP).
- As of 16 October 2024, OFAC has made numerous updates to the SDN

BELARUS
- As of 3 October 2024, OFSI has added 1 new specification under the Belarus sanctions regime.
BIRMANIA
- As of 29 October 2024, OFSI has added 6 new specifications under the sanctions regime against Burma.
HAITI
- As of 1 October 2024, OFSI added 16 new specifications under the cyber sanctions regime and 2 under the Haiti sanctions regime.
IRAN
- As of 14 October 2024, OFSI has added 9 new specifications under the Iran sanctions regime.
RUSSIA
- On 11 October 2024, the OFSI made two amendments to the sanctions regime against Russia.
- On 17 October 2024, OFSI added 23 new specifications under the Russia sanctions regime.
