According to the Council of the European Union, following the conflict between Russia and Ukraine the risks of cyber-attacks, including cyber-espionage and attacks on critical infrastructure, have increased. Furthermore, it also notes that there has been a significant increase in the risks of rapid spread of cyber-security incidents, which represents a serious threat to the security, economy and society of the Union. To this end, it has considered iis essential to adopt restrictive measures to protect the security of the Union, including those implemented by Council Implementing Regulation 2024/1778 (hereinafter, the ‘Regulation’).
In this regard, the Council has decided to include by means of the Regulation six persons responsible for cyber-attacks on the list of natural and legal persons subject to restrictive measures in Regulation (EU) 2019/796, thereby amending Annex I thereto. These include: Ruslan Aleksandrovich PERETYATKO, Andrey Stanislavovich KORINETS, Oleksandr SKLIANKO, Mykola CHERNYKH, Mikhail Mikhailovich TSAREV, Maksim Sergeevich GALOCHKIN.
