International sanctions have become a popular foreign policy instrument. Once limited to a few cases, they now have a broad mandate. In principle, sanctions aimed at addressing serious human rights violations, stopping arms sales to parties to armed conflicts and supporting peace negotiations are an important political instrument. However, there is growing evidence that the practice of international sanctions has become more of a problem than a solution for a humane and peaceful international order. The main causes are the excessive use of sanctions in general and the increasing use of sanctions as an instrument of power. These developments have also increased the negative side effects of sanctions.
We believe it is important to keep a register of legal and natural persons sanctioned by the United Kingdom, the European Union and the United States of America. If your business is international, this may be of concern to you, as they affect not only the sanctioned countries and individuals, but also those who do business with them.
1. EUROPEAN UNION
ENTITIES ASSOCIATED WITH THE EIIL (DAESH) AND AL-QAIDA ORGANISATIONS
- On 20 January 2023, Commission Implementing Regulation (EU) 2023/140 of 19 January 2023 amending for the 332nd time Council Regulation (EC) No 881/2002 imposing certain specific restrictive measures directed against certain persons and entities associated with the Daesh and Al-Qaida organisations was published in the Official Journal of the European Union.
IRAN
- On 23 January 2023, Council Decision (CFSP) 2023/153 of 23 January 2023 implementing Decision 2011/235/CFSP concerning restrictive measures directed against certain persons and entities in view of the situation in Iran was published in the Official Journal of the European Union.
SOMALIA
- On 24 January 2023, Council Decision (CFSP) 2023/160 of 23 January 2023 amending Decision 2010/231/CFSP concerning restrictive measures against Somalia was published in the Official Journal of the European Union.
- On 24 January 2023, Council Regulation (EU) 2023/154 of 23 January 2023 amending Regulation (EC) No 147/2003 concerning certain restrictive measures in respect of Somalia was published in the Official Journal of the European Union.
- Council Regulation (EU) 2023/155 of 23 January 2023 amending Regulation (EU) No 356/2010 imposing certain specific restrictive measures directed against certain natural and legal persons, entities or bodies in view of the situation in Somalia has been published in the Official Journal of the European Union on 24 January 2023.
TUNISIA
- On 24 January 2023, Council Decision (CFSP) 2023/159 of 23 January 2023 amending Decision 2011/72/CFSP concerning restrictive measures directed against certain persons and entities in view of the situation in Tunisia was published in the Official Journal of the European Union.
2. UNITED STATES
FIGHT AGAINST TERRORISM
- Effective 5 January 2023, pursuant to Executive Order 13224, as amended by Executive Order 13886, to strengthen and consolidate sanctions to combat the continuing threat posed by international terrorism and to take additional measures to address the declared national emergency, four (4) natural persons and two (2) legal persons have been added to the SDN list.
- On 24 January 2023, pursuant to Executive Order 13224, as amended by Executive Order 13886, to strengthen and consolidate sanctions to combat the continuing threat posed by international terrorism and to take additional measures to address the declared national emergency, three (3) natural persons and three (3) legal persons have been added to the SDN List.
IRAN
- As of 6 January 2023, pursuant to the Nonproliferation Executive Order (E.O.), which authorises the imposition of sanctions against Irnan , seven (7) natural persons and one (1) natural person have been added to the SDN list.
- As of 23 January, ten (10) natural persons and one (1) legal person have been added.
RUSSIA
- On 26 January 2023, by virtue of Executive Order 13660, seventeen (17) natural persons and twenty-two (22) legal entities were added.
3. UNITED KINGDOM
RUSSIA
- On 14 January 2023 the UK Government, under the Iran (Human Rights) sanctions regime, has added one (1) new designation to the UK Sanctions List (“UKSL List”).
- On 17 January 2023 the UK Government, under the ISIL (Da’esh) and Al-Qaida sanctions regime, has added one (1) new designation to the UK Sanctions List (“UKSL List”) and has made a minor administrative amendment under the Russia sanctions regime.
- On 23 January 2023 the UK Government, under the Iran (Human Rights) sanctions regime, added seven (7) new designations to the UK Sanctions List (“UKSL List”). It has removed one (1) duplication under the Russia sanctions regime.
