Legally, it does not create a new regime, but rather <strong>updates and strengthens <\/strong>the existing one by broadening the personal scope of the sanctions. It has direct effect, is binding in its entirety and applicable in every Member State from the date of its publication in the Official Journal of the European Union.<\/p>\n<p style=\"text-align: justify;\">The measure adopted consists of an <strong>additional inclusion on the sanctions list <\/strong>under the regime set out in Regulation (EU) 2024\/1485. The text itself states that, given the gravity of the situation, the Council considers it appropriate to add new names to Annex IV. Consequently, the act does not alter the general structure of the restrictive regime, but rather its <strong>specific substantive content<\/strong>, by identifying further individuals and entities subject to restrictions.<\/p>\n<p style=\"text-align: justify;\">The act is based on considerations relating to the continuing human rights violations and repression in Russia, as well as on the need to respond to the severity of the situation. It also takes into account international reports and statements describing restrictions on fundamental freedoms and violations of international humanitarian law. In this context, the Council\u2019s decision is presented as an <strong>update to the sanctions regime <\/strong>consistent with the developments outlined in the recitals to the regulation.<\/p>\n<h2 style=\"text-align: justify;\">Extension of the EU sanctions regime against Russia for destabilising activities, with a new addition to the restrictive list<\/h2>\n<p style=\"text-align: justify;\">Implementing Regulation (EU) 2026\/1710 <strong>amends <\/strong>Annex I to Regulation (EU) 2024\/2642 to add a natural person to the list of persons subject to restrictive measures. Legally, it does not introduce a new regime, but rather <strong>updates and strengthens <\/strong>the existing one through a targeted expansion of its personal scope.<\/p>\n<p style=\"text-align: justify;\">The measure has been adopted in light of the conclusions of the European Council of June 2026, which condemn the recent hybrid attacks and the persistence of destabilising campaigns attributed, in particular, to Russia and Belarus. In this context, the Union reaffirms its condemnation of such acts and has decided to extend the list in response to the situation described.<\/p>\n<p style=\"text-align: justify;\">In practical terms, the effect of the regulation is that the person added is subject to the restrictions provided for under the applicable sanctions regime. The act is <strong>binding in its entirety <\/strong>and directly applicable in each Member State from the date of its publication, without the need for national transposition.<\/p>\n<h2 style=\"text-align: justify;\">Extension of the EU sanctions regime against cyber-attacks with new additions to the restrictive list<\/h2>\n<p style=\"text-align: justify;\">Implementing Regulation (EU) 2026\/1714 <strong>amends <\/strong>Annex I to Regulation (EU) 2019\/796 to add eight natural persons and four entities to the list of persons and entities subject to restrictive measures. Legally, it does not create a new framework, but rather <strong>strengthens <\/strong>the existing regime by broadening its personal scope.<\/p>\n<p style=\"text-align: justify;\">The measure forms part of the Union\u2019s ongoing response to persistent cyber-threat actors and addresses the attribution of cyber-attacks with significant impact that are considered a threat to the Union or its Member States. Among those included are the individuals and entities mentioned, confirming that the measure is <strong>selective<\/strong> in nature and targeted at specific actors.<\/p>\n<p style=\"text-align: justify;\">In practical terms, this inclusion means that these individuals and entities are subject to the restrictions set out in the applicable sanctions regime. The regulation is binding in its entirety and directly applicable in each Member State from the date of its publication, without the need for national implementation.<\/p>\n<h2 style=\"text-align: justify;\">Extension of the EU\u2019s human rights sanctions regime with new additions<\/h2>\n<p style=\"text-align: justify;\">Implementing Regulation (EU) 2026\/1720 <strong>amends <\/strong>Annex I to Regulation (EU) 2020\/1998 to add eight individuals and one entity to the list of persons and entities subject to restrictive measures. Legally, it does not create a new regime, but rather <strong>extends <\/strong>the existing one concerning serious human rights violations and abuses.<\/p>\n<p style=\"text-align: justify;\">The measure is underpinned by the reaffirmation of the Union\u2019s commitment to the protection of human rights and by references to serious breaches of international humanitarian law in the context of Russia\u2019s war of aggression against Ukraine. Within this framework, the inclusion responds to the need to strengthen accountability for particularly serious acts.<\/p>\n<p style=\"text-align: justify;\">In practical terms, the individuals and the entity added to the list are subject to the restrictions provided for under the relevant sanctions regime. The regulation is <strong>binding in its entirety <\/strong>and directly applicable in each Member State from the date of its publication.<\/p>\n<h2 style=\"text-align: justify;\">Extension of EU restrictive measures in Haiti until July 2027<\/h2>\n<p style=\"text-align: justify;\">Decision (CFSP) 2026\/1438 <strong>extends <\/strong>the validity of certain restrictive measures set out in Decision (CFSP) 2022\/2319 on Haiti until 29 July 2027. Legally speaking, it does not introduce a new regime nor does it in itself expand the list of those subject to sanctions; rather, it <strong>temporarily extends <\/strong>the application of existing measures.<\/p>\n<p style=\"text-align: justify;\">The decision has been adopted following a review of the situation in Haiti and in light of its continuing serious political, economic, humanitarian and security situation. Its main implication is to keep the restrictions in place for a further year, thereby enabling the Union to maintain its framework for exerting pressure and responding to the deteriorating situation.<\/p>\n<h2 style=\"text-align: justify;\">Renewed EU support for the implementation of Resolution 1540 through technical and capacity-building assistance<\/h2>\n<p style=\"text-align: justify;\">Decision (CFSP) 2026\/1704 does not impose sanctions, but rather <strong>funds and supports <\/strong>the implementation of UN Security Council Resolution 1540 (2004) to prevent non-state actors from gaining access to weapons of mass destruction and their delivery systems. Legally, this is a measure of <strong>external cooperation and technical support <\/strong>in the field of non-proliferation, not an individual sanction.<\/p>\n<p style=\"text-align: justify;\">The Decision continues the Union\u2019s line of action in this area and provides for activities such as workshops, training, simulations, support for national plans and capacity-building, with technical implementation by the UNODA. Its main aim is to consolidate international assistance to improve the implementation of Resolution 1540 by states, strengthen reporting and enhance preparedness against proliferation and dual-use risks.<\/p>\n<p style=\"text-align: justify;\">Furthermore, the measure adopts a practical approach coordinated with the UN, with a specific budget allocation and a limited duration. In legal terms, this reflects a <strong>programmatic external action<\/strong>: the Union not only expresses political support but also mobilises material resources to facilitate the effective fulfilment of existing international obligations.<\/p>\n<h2 style=\"text-align: justify;\">Continued EU support for a zone free of weapons of mass destruction in the Middle East through a cooperation project with UNIDIR<\/h2>\n<p style=\"text-align: justify;\">Decision (CFSP) 2026\/1729 <strong>maintains and strengthens <\/strong>the European Union\u2019s support for the objective of establishing a zone free of weapons of mass destruction in the Middle East. Legally, it does not impose sanctions or restrictions, but rather adopts an <strong>external action measure <\/strong>with funding and technical implementation provided through UNIDIR.<\/p>\n<p style=\"text-align: justify;\">The decision establishes a project focused on non-proliferation, disarmament, regional cooperation and confidence-building, involving research, dialogue and capacity-building activities. Its main aim is to sustain a political and technical framework that facilitates gradual progress towards a weapons of massive destruction free zone, within a regional environment described as dynamic and changing.<\/p>\n<p style=\"text-align: justify;\">Furthermore, the measure provides for a reference allocation of EUR 2 000 001, a duration of 36 months from the date of the contribution agreement, and monitoring mechanisms by the High Representative and the Commission. In legal terms, this is a CFSP <strong>programme decision<\/strong>: it expresses a political priority of the Union and translates it into concrete operational support.<\/p>\n<h2 style=\"text-align: justify;\">Tightening of the EU sanctions regime against Sudan with new bans on gold and mining goods<\/h2>\n<p style=\"text-align: justify;\">Regulation (EU) 2026\/1724 <strong>amends <\/strong>Regulation (EU) 2023\/2147 to extend the restrictive measures relating to Sudan. Legally, it introduces new prohibitions on the purchase, import, transfer, sale, supply, export and provision of assistance relating to gold and certain goods used in its mining or extraction.<\/p>\n<p style=\"text-align: justify;\">The measure strengthens the existing regime by incorporating a more precise definition of concepts such as <strong>intermediary services<\/strong>, <strong>financing or financial assistance <\/strong>and <strong>technical assistance<\/strong>. It also adds a temporary exemption to allow for the orderly fulfilment of certain existing contracts, and provides for limited exclusions for diplomatic, humanitarian and emergency uses, as well as for certain specific contracts until 16 January 2027.<\/p>\n<p style=\"text-align: justify;\">In practical terms, the main implication is to cut off or hinder Sudan\u2019s access to commercial and financial channels linked to gold, which the Council considers to be part of the war economy. The regulation is binding in its entirety and directly applicable in all Member States from the day following its publication, with the aim of ensuring uniform application throughout the Union.<\/p>\n<h2 style=\"text-align: justify;\">Legal framework<\/h2>\n<ol>\n<li style=\"text-align: justify;\"><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:02022D2319-20250729\"><strong>Council Decision (CFSP) 2022\/2319 of 25 November 2022 on the adoption of restrictive measures in view of the situation in Haiti.<\/strong><\/a><\/li>\n<li style=\"text-align: justify;\"><a
