{"id":25610,"date":"2026-05-29T11:49:12","date_gmt":"2026-05-29T10:49:12","guid":{"rendered":"https:\/\/lupicinio.com\/?p=25610"},"modified":"2026-05-29T11:49:12","modified_gmt":"2026-05-29T10:49:12","slug":"international-sanctions-%c2%b7-may-2026","status":"publish","type":"post","link":"https:\/\/lupicinio.com\/en\/international-sanctions-%c2%b7-may-2026\/","title":{"rendered":"International Sanctions \u00b7 May 2026"},"content":{"rendered":"<h2 style=\"text-align: justify;\"><em>European Union<\/em><\/h2>\n<p style=\"text-align: justify;\"><strong>Russia<\/strong><\/p>\n<p style=\"text-align: justify;\">On 11 May 2026<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601055\">, Council Implementing Regulation (EU) 2026\/1055 of 11 May 2026<\/a><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601055\">, implementing Regulation (EU) No 269\/2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine<\/a>, was adopted, as well as <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601072\">Council Decision (CFSP) 2026\/1072 of 11 May 2026 amending Decision 2014\/145\/CFSP concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine<\/a>.<\/p>\n<p style=\"text-align: justify;\">Pursuant to this, sixteen persons and seven entities, whom the Council considers responsible for actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine, were added to the list of persons, entities and bodies subject to restrictive measures set out in Annex I to <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/ALL\/?uri=CELEX%3A32014R0269\">Regulation (EU) No 269\/2014<\/a>. All of the persons subject to restrictive measures hold public office in the regions currently affected by the conflict.<\/p>\n<p style=\"text-align: justify;\"><strong>Iran<\/strong><\/p>\n<p style=\"text-align: justify;\">On 22 May 2026 two regulatory instruments were published. First<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601164\">, Council Regulation (EU) 2026\/1164 of 22 May 2026 amending Regulation (EU) 2023\/1529 concerning restrictive measures in view of Iran\u2019s military support for Russia\u2019s war of aggression against Ukraine and for armed groups and entities in the Middle East and Red Sea region<\/a>, and, second, <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601157\">Council Decision (CFSP) 2026\/1157 of 22 May 2026 amending Decision (CFSP) 2023\/1532 concerning restrictive measures in view of Iran\u2019s military support for Russia\u2019s war of aggression against Ukraine and for armed groups and entities in the Middle East and Red Sea region.<\/a><\/p>\n<p style=\"text-align: justify;\">Through these two regulatory instruments, travel restrictions and asset freezes are imposed on individuals and entities which, according to the Council, are responsible for Iranian policies that undermine freedom of navigation in the Strait of Hormuz and Bab el-Mandeb.<\/p>\n<p style=\"text-align: justify;\"><strong>Cyberattacks<\/strong><\/p>\n<p style=\"text-align: justify;\">As part of the fight against cyberattacks targeting the European Union, on 11 May the Council adopted <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601078\">Council Implementing Regulation (EU) 2026\/1078 of 11 May 2026, implementing Regulation (EU) 2019\/796 on restrictive measures against cyberattacks threatening the Union or its Member States<\/a><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601079\">,<\/a> as well as <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601079\">Council Decision (CFSP) 2026\/1079 of 11 May 2026, amending Decision (CFSP) 2019\/797 concerning restrictive measures against cyber-attacks threatening the Union or its Member States<\/a>.<\/p>\n<p style=\"text-align: justify;\">This updates the grounds for including four individuals and one entity on the list of natural and legal persons subject to restrictive measures. The Council considers that the sanctioned individuals have participated in a cyberattack operation targeting companies located within the territory of the Union, obtaining sensitive commercial data.<\/p>\n<p style=\"text-align: justify;\"><strong>Sudan<\/strong><\/p>\n<p style=\"text-align: justify;\">The European Union adopted <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601051\">Council Implementing Regulation (EU) 2026\/1051 of 7 May 2026 implementing Article 15(1) of Regulation (EU) No 747\/2014 concerning restrictive measures in view of the situation in Sudan<\/a>, as well as <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601049\">Council Implementing Decision (CFSP) 2026\/1049 of 7 May 2026 implementing Decision 2014\/450\/CFSP concerning restrictive measures in view of the situation in Sudan<\/a>, adding four persons to the list of natural and legal persons subject to restrictive measures, for contributing to actions or policies that threaten peace, security or stability in Darfur, a vast region in western Sudan where a serious humanitarian crisis persists.<\/p>\n<p style=\"text-align: justify;\"><strong>Syria<\/strong><\/p>\n<p style=\"text-align: justify;\">With regard to the situation in Syria, on 18 May 2026<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601107\">, Council Implementing Regulation (EU) 2026\/1107 of 18 May 2026<\/a><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601107\">, implementing Regulation (EU) No.36\/2012 concerning restrictive measures in view of the situation in Syria<\/a><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601106\">,<\/a> was adopted, as well as, <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601106\">Council Implementing Decision (CFSP) 2026\/1106 of 18 May 2026 implementing Decision 2013\/255\/CFSP concerning restrictive measures in view of the situation in Syria<\/a>.<\/p>\n<p style=\"text-align: justify;\">Consequently, seven entities were removed from the list of natural and legal persons subject to restrictive measures. In addition, the grounds for the sanctions against eleven individuals who were already subject to sanctions were updated and amended. These individuals are businesspeople involved in various enterprises within the defence, oil, property and agricultural sectors.<\/p>\n<p style=\"text-align: justify;\">Furthermore, by <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601105\">Council Decision (CFSP) 2026\/1105 of 18 May 2026 amending Decision 2013\/255\/CFSP concerning restrictive measures in view of the situation in Syria<\/a>, the sanctions were extended until 1 June 2027.<\/p>\n<p style=\"text-align: justify;\">Furthermore, following the fall of the Al-Assad regime, sanctions remain in place against certain individuals from the former regime, such as associated businessmen, militias and security services, as well as those who violate human rights or threaten the country\u2019s peaceful transition. Finally, the listing regime has been updated, allowing for the removal of those who can demonstrate that they are no longer linked to the former regime, do not exert influence over it and do not pose a risk of circumvention.<\/p>\n<p style=\"text-align: justify;\"><strong>Terrorism<\/strong><\/p>\n<p style=\"text-align: justify;\">On 28 May 2026<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=OJ%3AL_202601175\">, Council Regulation (EU) 2026\/1175 of 28 May 2026 amending Regulation (EU) 2024\/386 imposing restrictive measures against those who support, facilitate or enable violent acts by Hamas and Palestinian Islamic Jihad<\/a><strong>, <\/strong><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=OJ%3AL_202601174\">and Council Implementing Regulation (EU) 2026\/1174 of 28 May 2026, implementing Regulation (EU) 2024\/386 imposing restrictive measures against those who support, facilitate or enable violent acts by Hamas and Palestinian Islamic Jihad<\/a><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/ES\/TXT\/?uri=OJ:L_202601173\">,<\/a> and <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=OJ%3AL_202601173\">Council Decision (CFSP) 2026\/1173 of 28 May 2026, amending Decision (CFSP) 2024\/385 imposing restrictive measures against those who support, facilitate or enable violent acts by Hamas and Palestinian Islamic Jihad<\/a>.<\/p>\n<p style=\"text-align: justify;\">The Council has therefore included on its list of persons subject to restrictive measures members of the Hamas Political Bureau, the body responsible for the Palestinian movement\u2019s foreign policy, international relations and ceasefire negotiations outside the Gaza Strip, on the grounds that they have contributed to the group\u2019s violent actions.<\/p>\n<p style=\"text-align: justify;\"><strong>Human Rights<\/strong><\/p>\n<p style=\"text-align: justify;\">On 28 May 2026<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=OJ%3AL_202601177\">, Council Implementing Regulation (EU) 2026\/1177 of 28 May 2026 implementing Regulation (EU) 2020\/1998 on restrictive measures in respect of serious human rights violations and abuses<\/a>, and <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=OJ%3AL_202601176\">Council Decision (CFSP) 2026\/1176 of 28 May 2026 amending Decision (CFSP) 2020\/1999 concerning restrictive measures in respect of serious violations and abuses of human rights<\/a>.<\/p>\n<p style=\"text-align: justify;\">Consequently, five Israeli nationals and two Israeli NGOs have been included in the EU\u2019s general human rights sanctions regime for promoting illegal Jewish settlements and outposts in the West Bank.<\/p>\n<h2 style=\"text-align: justify;\"><em>United States<\/em><\/h2>\n<p style=\"text-align: justify;\"><strong>Iran<\/strong><\/p>\n<p style=\"text-align: justify;\">With regard to Iran, during May, the Office of Foreign Assets Control (OFAC), under the US Department of the Treasury, issued new General Licences and updated its interpretative criteria via FAQs.<\/p>\n<p style=\"text-align: justify;\">In this context, on 1 May 2026, it approved <a href=\"https:\/\/ofac.treasury.gov\/media\/935561\/download?inline\">General Licence W relating to Iran<\/a>, for the settlement of transactions involving designated persons from 1 May 2026 onwards. Furthermore, it also updated the <a href=\"https:\/\/ofac.treasury.gov\/faqs\/1250\">FAQs relating to Iranian sanctions<\/a>, answering in the affirmative the question of whether Iranian digital asset exchange platforms are blocked under OFAC sanctions. Finally, it updated the list of designated persons and entities.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, on 18 May 2026, OFAC announced that it had reached an <a href=\"https:\/\/ofac.treasury.gov\/media\/935636\/download?inline\">agreement<\/a> with Adani Enterprises Limited (AEL), an Indian company based in Ahmedabad, for having committed 32 violations of US sanctions against Iran. Under this agreement, the company has agreed to pay $275 million. Between November 2023 and June 2025, AEL purchased liquefied petroleum gas from a trader in Dubai who claimed it originated from Oman and Iraq, but red flags should have indicated that it was in fact of Iranian origin. During that period, AEL had US financial institutions process 32 payments in dollars totalling approximately $192.1 million. According to OFAC, the corrective measures taken by AEL and its cooperation in the investigation have been taken into account.<\/p>\n<p style=\"text-align: justify;\"><strong>Cuba<\/strong><\/p>\n<p style=\"text-align: justify;\">On 5 May 2026, the President of the United States approved <a href=\"chrome-extension:\/\/efaidnbmnnnibpcajpcglclefindmkaj\/https:\/ofac.treasury.gov\/media\/935581\/download?inline\">Executive Order No. 14044<\/a>, expanding sanctions against Cuba by allowing the freezing of assets of foreign entities operating in key sectors on the island, such as energy, defence and mining. Furthermore, it includes secondary sanctions for foreign banks and imposes sanctions on new Cuban officials and executives of state-owned enterprises.<\/p>\n<p style=\"text-align: justify;\">On 7 May 2026, <a href=\"https:\/\/ofac.treasury.gov\/media\/935571\/download?inline\">General Licence 1<\/a> was approved. This general licence stipulates that, although Executive Order 14404 imposes sanctions relating to Cuba, all transactions that are already authorised or exempt are permitted. However, it does not authorise any transaction that remains prohibited by other applicable provisions of the sanctions regime against Cuba.<\/p>\n<p style=\"text-align: justify;\">In addition, <a href=\"https:\/\/ofac.treasury.gov\/faqs\/added\/2026-05-07\">new FAQs<\/a> have been added, specifically numbers 1251, 1252, 1253, 1254, 1255 and 1256. These clarify that Executive Order No. 14404 establishes a new sanctions regime against Cuba, in addition to the existing one, which allows for the sanctioning of foreign individuals for supporting the Cuban government, operating in key sectors or engaging in activities such as corruption or human rights violations. However, not all individuals in these sectors are automatically sanctioned, but only those who are expressly designated.<\/p>\n<p style=\"text-align: justify;\"><strong>Venezuela<\/strong><\/p>\n<p style=\"text-align: justify;\">On 5 May 2026, OFAC approved <a href=\"https:\/\/ofac.treasury.gov\/media\/935586\/download?inline\">General Licence 5W<\/a> relating to Venezuela, authorising certain transactions with Petr\u00f3leos de Venezuela, S.A. (PdVSA), the country\u2019s main oil company, which is controlled by the Venezuelan state.<\/p>\n<p style=\"text-align: justify;\">In addition, it also updated the FAQs relating to the sanctions regime against Venezuela, explaining in <a href=\"https:\/\/ofac.treasury.gov\/faqs\/595\">FAQ 595<\/a> that US persons are prohibited from carrying out certain transactions relating to equity interests in entities controlled 50% or more by the Government of Venezuela, including their sale or use as collateral, unless prior authorisation is obtained. This restriction raised doubts about the possibility of exercising the rights of holders of the PdVSA 2020 (8.5%) bond in respect of the shares provided as collateral, so OFAC issued General Licence 5 to remove that obstacle.<\/p>\n<p style=\"text-align: justify;\">However, that licence was superseded by subsequent versions that have repeatedly postponed its effectiveness, the most recent being General Licence 5W, which defers authorisation until 19 June 2026. Consequently, until that date, no authorisation is in force and transactions involving the shares linked to that bond are prohibited unless a specific licence is granted by OFAC.<\/p>\n<p style=\"text-align: justify;\">Furthermore, on 5 May 2026, OFAC approved <a href=\"https:\/\/ofac.treasury.gov\/media\/935566\/download?inline\">General Licence 58<\/a>, generally permitting the provision of legal, financial advisory and consultancy services to the Government of Venezuela \u2014 including PDVSA and its subsidiaries \u2014 where these relate to a potential restructuring of its debt. Furthermore, those providing these services must submit a copy of the contract to the US authorities within ten days.<\/p>\n<p style=\"text-align: justify;\"><strong>Russia<\/strong><\/p>\n<p style=\"text-align: justify;\">On 18 May 2026, OFAC approved <a href=\"chrome-extension:\/\/efaidnbmnnnibpcajpcglclefindmkaj\/https:\/ofac.treasury.gov\/media\/935641\/download?inline\">General Licence 134C<\/a>, authorising, until 17 June 2026, all transactions subject to sanctions that are necessary for the sale, delivery or unloading of crude oil and petroleum products of Russian origin that were loaded onto any vessel (including sanctioned vessels) prior to 17 April 2026. However, it does not authorise transactions with persons or entities from Iran, North Korea, Cuba, Crimea or the occupied regions of Ukraine, nor other activities prohibited by other executive orders or regulations not mentioned herein. This licence fully supersedes and replaces Licence 134B, which expired on 16 May 2026.<\/p>\n<p style=\"text-align: justify;\"><strong>Sanctions against drug trafficking<\/strong><\/p>\n<p style=\"text-align: justify;\">On 8 May 2026, OFAC <a href=\"https:\/\/ofac.treasury.gov\/recent-actions\/20260508\">updated<\/a> the information on a previously sanctioned entity. This concerns a tourist resort in Mexico, linked to the Jalisco New Generation Cartel, which was sanctioned for acting on behalf of the Cartel. New aliases under which it operates have been added, clarifying that these names are also subject to sanctions and thereby preventing the restrictions from being circumvented through name changes.<\/p>\n<h2 style=\"text-align: justify;\"><em>United Kingdom<\/em><\/h2>\n<p style=\"text-align: justify;\"><strong>Russia<\/strong><\/p>\n<p style=\"text-align: justify;\">On 5 May 2026, the UK\u2019s Foreign, Commonwealth and Development Office (FCDO) <a href=\"chrome-extension:\/\/efaidnbmnnnibpcajpcglclefindmkaj\/https:\/assets.publishing.service.gov.uk\/media\/69f4ae944b0f7395324fbc10\/Sanctions_Notice__Russia__5_May_2026.pdf\">made<\/a> amendments to the consolidated sanctions list under the regime applicable to Russia, introducing eighteen new designations.<\/p>\n<p style=\"text-align: justify;\">Furthermore, on 11 May 2026, the FCDO <a href=\"chrome-extension:\/\/efaidnbmnnnibpcajpcglclefindmkaj\/https:\/assets.publishing.service.gov.uk\/media\/6a018e944fb0713aa63ea6b5\/Sanctions_Notice__Russia__11_May_2026.pdf\">added<\/a> eighty-five new designations to the list of individuals and entities subject to sanctions against Russia.<\/p>\n<p style=\"text-align: justify;\">On 14 May 2026, one repeal, one amendment and three corrections <a href=\"chrome-extension:\/\/efaidnbmnnnibpcajpcglclefindmkaj\/https:\/assets.publishing.service.gov.uk\/media\/6a05d2b3c0cc74b4523e4e29\/Sanctions_Notice__Russia__14_May_2026.pdf\">were made<\/a> to the sanctions regime against Russia. Finally, on 15 May 2026, four amendments were <a href=\"chrome-extension:\/\/efaidnbmnnnibpcajpcglclefindmkaj\/https:\/assets.publishing.service.gov.uk\/media\/6a07002fda82768016cb4025\/Sanctions_Notice__Russia__15_May_2026.pdf\">made<\/a>.<\/p>\n<p style=\"text-align: justify;\"><strong>Iran<\/strong><\/p>\n<p style=\"text-align: justify;\">On 11 May 2026, the FCDO <a href=\"chrome-extension:\/\/efaidnbmnnnibpcajpcglclefindmkaj\/https:\/assets.publishing.service.gov.uk\/media\/6a01b3078cc72d2f863ea6e9\/Sanctions_Notice__Iran__11_May_2026.pdf\">updated<\/a> its list of designated persons under the Iran sanctions regime, adding twelve new individuals to the sanctions list. Furthermore, on 14 May, the list was updated again, with four corrections <a href=\"chrome-extension:\/\/efaidnbmnnnibpcajpcglclefindmkaj\/https:\/assets.publishing.service.gov.uk\/media\/6a05ad57ee62840dba48a27f\/Sanctions_Notice__Iran__14_May_2026.pdf\">made<\/a> to the list of designated persons.<\/p>\n<p style=\"text-align: justify;\"><strong>Daesh and Al-Qaeda<\/strong><\/p>\n<p style=\"text-align: justify;\">On 22 May 2026, the FCDO <a href=\"chrome-extension:\/\/efaidnbmnnnibpcajpcglclefindmkaj\/https:\/assets.publishing.service.gov.uk\/media\/6a1062369819be865f421c9d\/Sanctions_Notice__Isil__Da_esh__and_Al_Qaeda__22_May_2026.pdf\">lifted<\/a> sanctions against seven individuals who had been included on the list of designated persons under the Daesh sanctions regime.<\/p>\n<h2 style=\"text-align: justify;\"><em>United Nations<\/em><\/h2>\n<p style=\"text-align: justify;\"><strong>Daesh and Al-Qaeda<\/strong><\/p>\n<p style=\"text-align: justify;\">On 21 May 2026, the Security Council Committee <a href=\"https:\/\/press.un.org\/en\/2026\/sc16365.doc.htm\">removed<\/a> seven individuals from the Daesh and Al-Qaeda sanctions list. Consequently, the asset freeze, travel ban and arms embargo established in paragraph 1 of <a href=\"https:\/\/main.un.org\/securitycouncil\/es\/content\/res-2734-2024\">Security Council Resolution 2734 (2024)<\/a> and adopted under Chapter VII of the United Nations Charter no longer apply to the names included in the Committee\u2019s resolutio<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align:
