{"id":13350,"date":"2023-03-22T09:36:23","date_gmt":"2023-03-22T08:36:23","guid":{"rendered":"https:\/\/lupicinio.com\/?p=13350"},"modified":"2023-03-22T09:36:23","modified_gmt":"2023-03-22T08:36:23","slug":"tenth-round-of-european-union-sanctions-against-russia","status":"publish","type":"post","link":"https:\/\/lupicinio.com\/en\/tenth-round-of-european-union-sanctions-against-russia\/","title":{"rendered":"TENTH ROUND OF EUROPEAN UNION SANCTIONS AGAINST RUSSIA"},"content":{"rendered":"<p style=\"text-align: justify;\"><span style=\"color: #333399;\"><span style=\"color: #000000;\">The European Union issued the so-called <em>&#8220;tenth sanctions package&#8221;<\/em> to coincide with the first anniversary of the Russian Federation&#8217;s intervention in Ukraine.<\/span><a style=\"color: #333399;\" href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>.<\/span> Under this new act, more than 120 individuals and new Russian entities have been added to the sanctioned lists.<a href=\"#_ftn2\" name=\"_ftnref2\"><span style=\"color: #333399;\">[2]<\/span><\/a>.<\/p>\n<p style=\"text-align: justify;\">Mrs. Von der Leyen (President of the European Commission) described the new package as follows: <em>&#8220;These sanctions are designed to drain Russia&#8217;s arsenal and take a big bite out of its economy.&#8221; <\/em><span style=\"color: #333399;\"><a style=\"color: #333399;\" href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #333399;\"><span style=\"color: #000000;\">In this regard, the most relevant measures in the tenth sanctions package include the following<\/span><\/span><a href=\"#_ftn4\" name=\"_ftnref4\"><span style=\"color: #333399;\">[4]<\/span><\/a>:<\/p>\n<p>1) <span style=\"text-decoration: underline;\">New additions to the sanctioned lists<\/span>. The EU has added more than 120 individuals and entities to the list of sanctioned individuals and entities, including:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Senior Russian Federation commanders;<\/li>\n<li>military leaders;<\/li>\n<li>Russian-appointed authorities in the &#8221;occupied&#8221; territories inside Ukraine;<\/li>\n<li>individuals and organisations that &#8221;pollute the public space with disinformation&#8221;. And uniquely, media outlets that have waged &#8221;information warfare&#8221; in favour of Russia; and<\/li>\n<li>individuals and organisations in Iran involved in the development of drones and components that they claim to have collaborated with the Russian army.<\/li>\n<\/ul>\n<p>2) <span style=\"text-decoration: underline;\">New export blockades<\/span>. Especially dual-use goods and advanced technology that contribute to Russia&#8217;s military capabilities.<\/p>\n<p style=\"text-align: justify;\">This includes electronic components used in the Russian weapons system, as well as ground and thermal cameras with military applications. In addition, these goods are blocked if they can be easily redirected to military use:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Vehicles: heavy trucks that are not yet sanctioned (and their components), semi-trailers and special vehicles such as those used on snow;<\/li>\n<li>goods that can be used in the Russian military: electrical generators, binoculars, radars, compasses, etc;<\/li>\n<li>construction goods: bridges, tower structures, forklift trucks, cranes, etc;<\/li>\n<li>goods essential to Russian industrial capacity: electronic components, machine parts, industrial pumps, metalworking machinery, etc.; and<\/li>\n<li>aviation industry goods.<\/li>\n<\/ul>\n<p>3) <span style=\"text-decoration: underline;\">Import embargo<\/span>. A blockade is imposed on the following valuable goods of Russian origin:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Bitumen and related materials such as asphalt; and<\/li>\n<li>synthetic rubber and carbon.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">4) <span style=\"text-decoration: underline;\">Financial sector<\/span>. The assets of three Russian banks have been added to the lists and frozen.<\/p>\n<p style=\"text-align: justify;\">5) <span style=\"text-decoration: underline;\">Other measures<\/span>:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Prohibition of Russian nationals from holding any employment position in the public bodies of Member States designated as &#8221;Critical Infrastructure&#8221;. The regulation itself gives a description of what these entities are; and<\/li>\n<li>a ban on Russian nationals from reserving gas storage capacities in the Union.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">6) <span style=\"text-decoration: underline;\">Enforcement and anti-circumvention measures<\/span>. A number of obligations related to the assets of the Russian Central Bank are included. The aim of the Union is to use Russian public funds for the <em>&#8220;reconstruction of Ukraine once Russia is defeated.&#8221;<\/em><\/p>\n<p style=\"text-align: justify;\">These measures include:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Obligation to report blocked assets and assets to be blocked;<\/li>\n<li>private flights between the EU and Russia both direct and with stopovers must be notified in advance; and<\/li>\n<li>a ban on the transit of dual-use goods as well as firearms from Russian territory to third countries.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><a href=\"#_ftnref1\" name=\"_ftn1\">[1]<\/a> The European Union agrees a tenth package of sanctions against Russia on the anniversary of the war.
